I have tried rebooting the Steam Deck, verified the game files through the Deck, I am connected to the Wifi, not in Offline Mode, etc. I played the game yesterday, closed the game down and put the Deck in sleep mode, and then first thing I have done on it today is try to play Jedi Fallen Order again, and this problem is happening. I guess your original post confused me but I understand now. Tired Monday brain. If you're having issues specifically while using a VPN I'd try another VPN location first, it could be that it's being blocked by the EA app if the location is flagged as strange.
I've used frosty in the past for BFII with no issues, but whenever I try to add a new game to the manager (Jedi Fallen Order), and find the directory in steam for Fallen Order, I get the following error:

It may run at 40 90% of the time, but when you enter a new area or there's a lot of action on the screen, it drops to 30 or lower. To me, this is not "running at 40”. You haven't actually achieved your frame rate target unless you've got a mostly smooth frame time graph.
It plays amazingly well off the SSD. Never tried from the SD card though. Playing a game located on a MicroSD card only affects the loading screen time slightly in certain games. It generally doesn't affect the game performance itself.
